Details
We used pico because it was the available tts in gonk when we were supporting b2g. If we don't have an obligation to support b2g anymore, I would recommend removing this service since it is the only "direct audio" service that uses MediaStreamGraph. If we remove this we can stop supporting direct speech and simplify our speech stack.
