133178 - Tabbed browser needs close confirmation when multiple tabs are loaded

I routinely load up a bunch of tabs (rather than a bunch of browsers, as was my
past inclination) and start reading. Unfortunately, on occasion I forget to
click the "close tab" X and instead click the "close program" X. 

A preferrence that could be defined allowing the user to have Mozilla confirm
before closing the browser if there are multiple tabs still opened would be very
handy. 

Either:

"There are multiple tabs opened, do you wish to halt the browser and lose all
open tabs?" [yes/no]

or even better:

"There are multiple tabs opened, do you wish to close all tabs and halt the
browser, or just close the open tab?" [yes/no/open tab]

I'm not suggesting this be the default behavior, as that may annoy other folks,
but having it as a configurable preferrence would be very handy.

Steps to Reproduce:
1. start mozilla
2. load a number of tabs
3. close mozilla
