Steps to reproduce:
Tip of some panels (App menu Downloads and Bookmarks) pointing on its button is not consistent with other panels (History, Pocket, Text Encoding, Developer Tools and Horlander's mockup). See screenshots below:

Expected results:
Personally I do not mind which style of these two is supposed to be the right one but you should pick one and stick with it.
