Mac OS 10.12
Ubuntu 16.04


[Steps to reproduce]:

1. Make sure you are not connected to any Wi-Fi or wan. Start latest FF, with clean profile.
2. Enable Wifi and search and try to connect to a Captive portal Wi-Fi network. (don't finish connecting to it:-> do not input u/p)
3. After focusing FF, by using keyboard only, press tab until you manage to focus the Captive Portal Notification tab.

 
[Expected result]:

The Captive Portal Notification tab is focused.
 
[Actual result]:

The Captive Portal Notification tab can't be focused. If I continue pressing "TAB" I see that also close button and "Show Login Page" button can't be focused. 
Please note that I tested this scenario on Ubuntu 16.04 and in this case everything can be focused except the close button "x".

Update on the above with keyboard only   I can focus: 
-windows 10:
 notification, ShowLogin button, close button
- Ubuntu 16.04:
notification, ShowLogin button
