13330 - [Regression] Can't type in HTML New Msg body.

Using 1999090808 builds on Win and Linux user can't type in the body of an HTML
New Msg.  This is a blocker and regression.

0. Make sure your prefs is set to HTML compose
1. Launch apprunner
2. Launch Messenger using Tasks|Messenger
3. Click New Msg, enter a recipient and Subject
4. Click in the Body.

Results:  Can't get focus in body of message
Expected: To get focus in body of message so we can type something.
