I think this is an excellent idea.
and what should it do? is it really a new window? is there some reason we shouldn't let you right click on the url proxy icon and have open link in new window? do you really want to clone the window? is there some reason you can't just create the new window yourself and drag the url proxy into the new window? how many people really need this feature, or is it just bloat or candy for a very small population? what is the problem you're trying to solve?
It's not a clone, just the same page displayed in its own window *without reloading*. Right-clicking on the "url proxy icon" (whatever this may be) doesn't do the trick. Creating a new window and dragging the url into it will reload the page (not desirable in many cases).
just saw that bug 130936 is asking for the same feature (dragging the tab outside the window)
