To reproduce:
- Launch apprunner (preferably on a slower machine)
- Drop down the File menu
- Move the mouse left and right along the different menus (without clicking)
- Stop at random over different menus

Result: Often, it is possible for the pointer to be over (for example) the View
menu while the Go menu remains dropped down (after quickly moving the mouse to
the left).

Expected result: The menu under the cursor should always be dropped down if the
menus were activated.

As hyatt did most of the menu work I'd say this would be his.  Per his
instructions, assigning to trudelle for reassignment.
Looked like a dup, but I can't find the equivalent bug.  assigning to saari as
p4 for m12

I cannot reproduce this using today's commercial opt build on Win98 and Linux.
Resolving as wfm. If anyone still sees it, please re-open with sufficient
information to reproduce.
BULK MOVE: Changing component from XP Menus to XP Toolkit/Widgets: Menus.  XP 
Menus component will be deleted.

i cannot repro this either --on either linux (2000-01-24-01-m13 comm) or winNT
(2000-01-24-01-m13, non-comm). verifying as wfm.
