If we cannot read the update-settings.ini file, we continue without channel restrictions: https://dxr.mozilla.org/mozilla-central/source/toolkit/mozapps/update/updater/updater.cpp#2588 This seems unusual, and it would be good to have telemetry to see if this occurs often in the real world. (And if it does we can try to figure out why.)
Note: I'd prefer removing update-settings.ini entirely and will likely take that path
