1334847 - API v2 user page requests switch randomly between locales

The profile URL-s that are returned in the '_url' field of any API v2 listing return using a seemingly random/unpredictable locale, which affects some URL-s (like public profile URL-s), but also more importantly, they affect labels in the privacy attribute, turning them for example "Iepenbier" in the "fy-NL" locale, or chinese versions in the zh-CN locale.

This seemingly random behavior makes machine processing of these returned API results difficult, if not impossible - I have also not been able to find a URL parameter that would lock the API into a specific locale.

I have attached a sample response in Ukrainian(?) locale to illustrate the issue.
