Attempting to show all headers fails to display all the headers and the
necessary scroll bar to view remainder of message, especially when the divider
between message list and the message pane favours the message list more in terms
of space.

Reproducible: Always
Steps to Reproduce:
1. Move the divider between message list and message panes down  to about 15
lines of message.
2. Specify View > Headers > All
3. Select a message
4. Click the "+" to expand the subject/header section. 

Actual Results:  The header section expands to fill the message pane, with some
display problems near the botton, and blocks the ability to scroll through the
message.

Expected Results:  Show headers within message body window so that they can be
scrolled. 

Workaround.  Forget using View > Headers > All, since it don't work right and
use ^U to view the whole message (headers and all) in a separate window.
