In bug 1322633 the call to InitAPZState in TabChild.cpp gets moved so that (in the case of a ClientLayerManager) it only happens if the PLayerTransaction construction is successful. Since the code in the graphics branch also has an additional case where we don't create a ClientLayerManager but have a WebRenderLayerManager instead, we should be calling InitAPZState there as well. APZ doesn't yet work with WebRender, but we'll need this for when it does.
