The light theme is missing the nice looking customize scrollbar as the one in the dark theme.

I am not sure if this is the same bug as 1327219

This is known behavior.  The dark theme forces floating scrollbars for the DevTools UI, which it has done for 4 years (since the dark theme first appeared in bug 836233).

However, people do frequently file bugs about this, such as bug 1326206.  I'll open a thread about this.

Here is a screenshot from linux.
I like the scrollbar on dark theme, can we use the same for light theme, I think we should.
