The popup looks like a native menu, and native menus have white text in the hovered state (when they have a blue background). For <select> popups this is no longer the case since bug 910022. I think we should ignore the specified text color in the hovered state. Especially if the text color is the default black, but probably even regardless of text color.
This is fixed by bug 1336125.
