Currently we say:
** This failure happened more than 50 times this week! Resolving this bug is a high priority. **
30 is the new 50: We want to prompt attention to failures happening more than 30 times in a week.
Also, we want to encourage people to resolve such bugs in a timely fashion: within 2 weeks.
