For Android tests, taskcluster configs use the original mozharness configuration files used for buildbot, then add on additional options suitable for the taskcluster environment. That complexity is hard to justify in an all-taskcluster world: let's make it simpler.

I'm *far* from an expert on how mozharness scripts and configs work, but conceptually I get what you're doing here, and the modifications to taskcluster/ci look good.
If you'd like a deeper r? on the mozharness bits, please flag someone, but if you're comfortable landing with my stamp of approval, that's cool too.
