When clicking mozilla icon in dock, mozilla does not come to front

When using Mozilla on MacOSX a user may choose to minimize the browser. With all
other conforming OSX applications, clicking the icon brings the application into
view (not the minized 'rendered view' - the actual application ICON or the M in
this case).
Reproducible: Always
Steps to Reproduce:
1. Open mozilla
2. minimize mozilla to the dock
3. click the mozilla icon
Actual Results: Mozilla remain minimized in the dock
Expected Results: Mozilla should have come from the dock into view.
Using the current release form of OSX from Apple.

This problem still does occur on Mac OS X and it is still an issue, although not
a huge issue, on build 2002031903.
