Steps to reproduce:

1. open page: https://support.mozilla.org/t5/Mozilla-%E6%8A%80%E6%9C%AF%E6%94%AF%E6%8C%81-%E4%B8%AD%E6%96%87-%E7%AE%80%E4%BD%93/ct-p/zh-cn?profile.language=zh-CN
2. check the upper right of the content page, it is English (US). See locale-Chinese.png
3. open page: https://support.mozilla.org/t5/Mozilla-%E3%82%B5%E3%83%9D%E3%83%BC%E3%83%88-%E6%97%A5%E6%9C%AC%E8%AA%9E/ct-p/ja?profile.language=ja
4. check the upper right of the content page, it is not English (US) but Japanese. See locale-Japanese.png


Actual results:

The behavior is not consistent: once in English, another time in other language.


Expected results:

I would like that it is always "English (US)". However, it is much better to use "Choose Language" or "Language" because clicking on it leads to language selection page.
