Details
According to the spec (https://www.w3.org/TR/SVG2/painting.html#SpecifyingPaint), only paintserver (<url>) values are allowed to have a fallback color in <paint>
However, in addition to allowing fallback colors for paintservers, we also allow fallback colors for context-fill and context-stroke. Perhaps we shouldn't do that.
