+++ This bug was initially created as a clone of Bug #1340001 +++
In bug 1340001, it was noted that test harnesses warn "Unable to grant runtime permissions" when run against Android 6+.
I reproduced 'WARNING: Unable to grant runtime permissions to org.mozilla.fennec' on a 6.0 emulator. I debugged and found that most of the pm grant calls are okay, but not WRITE_CONTACTS:
$ adb shell pm grant org.mozilla.fennec_gbrown android.permission.WRITE_CONTACTS
Operation not allowed: java.lang.SecurityException: Package org.mozilla.fennec_gbrown has not requested permission android.permission.WRITE_CONTACTS
Indeed, a dxr search shows WRITE_CONTACTS is no longer used by Fennec.
