This should likely be implemented behind a pref, in case we regress major use cases, such as corporate network, etc.

not sure why we would unilaterally do this. is there a reason to do it without coordination?

Implementing this, and sending an intent to ship might be a good incentive to other browsers. We don't necessarily need to flip the pref before they do.

Chrome is doing this now as of 59. Moving discussion to bug 1404744 since the comments there are meatier.
