[Steps to reproduce]:
1. Launch Firefox 
2. Download https://goo.gl/6XI3pn and drag it to Firefox
3. Inspect the video outstroke

[Expected result]:
- The video outstroke is visible (as is specified in the spec doc https://drive.google.com/file/d/0B4K8q1qWmtAvM3ZXVUlHRkdRVVU/view)

[Actual result]:
- The video outstroke is not visible

[Regression range]:
- The issue is not reproducible on 53.0a1 (2016-11-19)
- I will provide the regression details as soon as possible

I assume 'outstroke' just means border, looking at the spec...

The spec doc(Bug 1271765, i.e., https://drive.google.com/file/d/0B4K8q1qWmtAvM3ZXVUlHRkdRVVU/view ) is obsolete.

The border was removed by Bug 1321416 comment#7 and Bug 1321416 comment#8.
