[Steps to reproduce]:
1.Launch Firefox with clean profile.
2.Create extensions.webextPermissionPrompts and set it to true.
3.Create xpinstall.signatures.dev-root and set it to true.
4.Restart the browser.
5.Click on “+ Add to Firefox” button to install the following webextension: https://addons-dev.allizom.org/en-US/firefox/addon/promptablepermissions2/ . 


[Expected Results]:
The following text should be displayed according to https://docs.google.com/document/d/1-aLncxcKpinCNpvksmknwWZhrM2bEChDmQ3C422C6Vc/edit#heading=h.tpglqhssdex :
   - History : Access browser history
   - topSites: Access browsing history

[Actual Results]:
Both permissions mention the “topSites” text.

Scott and I talked about this one either over IRC or Vidyo and agreed to use "browsing" consistently instead of "browser".  Scott, can you update this in the permissions doc for posterity?
