You can make the line disappear again by switching focus to the url bar or by reloading.

I added a picture to show the effect. I've just discovered that the milestone (build 2002031104) now also shows this behavior. I've never seen it before though.

WorksForMe on linux 2002032808. You say it now happens on older builds too? This could be the result of a damaged profile. Could you try with a new profile?
are you using the pref for displaying cursor in content? If so, it's the expected behaviour. Please check your prefs.js and see if this is there: user_pref("accessibility.browsewithcaret",true);
