Steps to reproduce:
1.Open Firefox
2.Open two tabs
3.Re arrange tabs from the tab list
4.Dismiss the first tab
Actual results:
3.Tabs are re arranged
4.Dismissing the first tab causes tab list to appear empty
Expected results:
4.Dismissing the first tab should not cause tab list to appear empty

Found on iPhone 6, iOS 10.2.1, Firefox version 7.0(1) buddybuild #1696

I was able to reproduce this on latest master following this STR:
1. Launch Firefox
2. Open 2 tabs
3. Open tabs tray
4. Long tap on the first tab and move it to second position
5. Close the first tab
