In bug 1313434, we set watch_all_branches to True for mozilla-release so we could CI different releases prior to shipping.
It's very possible for us to also need to support multiple releases on ESR52 at the same time (i.e. a mid-cycle chemspill off a release branch), so we should allow the same there in the spirit of testing what we ship. And if ESR52 intends to use release promotion, I think it's actually mandatory that we enable this or else we won't have builds to promote in the event of such a chemspill?
Setting this option will also be helpful for TB folks so that their forthcoming long-lived TB52 verbranch gets CI coverage as well.
