Latest Nightly 54.0a1 on Windows 8.1

This is a regression from bug 1147911 and only affects Nightly at the moment because it depends on the pref browser.tabs.remote.separateFileUriProcess: https://hg.mozilla.org/mozilla-central/rev/fe6ea50bfb38#l5.15

Drag and drop of a file .xpi (can also be incompatible) from the local file system onto a page (web page or about:home work both) unloads it / shows a white page and launches the install prompt.

Steps to reproduce:
1. Open https://ftp.mozilla.org/pub/firefox/releases/52.0b8/win32/xpi/
2. Right-click a link and save the .xpi file.
3. Drag and drop the file from the local file system onto a web page or e.g. about:home.

Actual result:
Page becomes blank

Expected result:
No change of page

This is probably exactly the same cause and effect as bug 1175267.

Yes, I had a look at this and you get the same result on release if you drag onto a parent loaded about: page (like about:robots). It's because the process switches.
