1342561 - Reintroduce visible horizontal/vertical resize handles & place diagonal resize handle outside the viewport

Attachment: Scrollbar and drag handles in RDM V1 vs V2.

In the original Responsive Design Mode, there were three drag handles, allowing resizing in any direction. This was especially useful when one only cares about testing breakpoints in one dimension, without worrying about making the other edge push into the space used by Dev Tools. I'd like to see these return

Additionally, the diagonal resize handle in the bottom right should be moved outside the viewport. In the best case, it hides parts of the page, and in the worst case, makes it impossible to use the mini-scrollbar.

(There's no need to place RDM-V2 in the bug title.  Also, [rdm-v2] is a whiteboard tag for project planning, it doesn't mean "new RDM", so there's no need to set it either when filing.)

While the new RDM does not have visible drag handles on the sides of the viewport, you can still drag the bottom or right edges to resize in only one dimension.  The mouse cursor should change to a drag cursor when you approach one of these edges.

Is this working for you with the new RDM?

Ah, yes, they do exist! I would never have found them unless by accident. Perhaps consider the V1 appearance to make them discoverable again? See my mockup in Bug 1330425.

I recall discussing these issues with our designer when the new design was first purposed.

We wanted something slimmer / more compact the old RDM, and we were hoping the current design would achieve while still being fairly discoverable.

For now, I still feel okay with the current design, but it would also help to gather additional feedback on the design.  The might be good topic for a thread on Discourse[1].
