This bug is assigned to l10n-drivers (note the component and people CCed), and it's about setting up tools. Once tools are correctly set up, this bug should be closed.

There should be another bug assigned to community ("webparts" in the bugogram), and that's missing.

It's clearly indicated that you need to add FHR files, and how to do it

The error is that you set up zam as a mozilla.org-only locale, which is clearly not the case (I think I asked in review)

You need to fix that, and then you'll be able to add files to FHR. That's also why the missing file is not showing up in the errors. Once you're done, close this bug.

Side note: after adding the file, you'll need to enable FHR on Pootle

Fixed.  The FHR is now showing up on the webdashboard.
