I'd like to use this bug to discuss problems with our current approach to js and CSS files.
1. there are bugs in asset concatenation (race conditions, dependency on shared FS, difficulties in development)
2. Do we always ship the un-minify'd version of libraries along with the minify'd ones? to be packaged by Debian we need to.
3. Not shipping the minify'd versions, and adding that to either a plack middleware or a build step (from Makefile.PL or checksetup.pl), is that an option?
4. Could we get away with one js file and one css file?

Bayoteer's ship both and have a parameter to switch between them, it has worked well for my development use.
I don't think we should have a goal of one js/css file, I think we should have a goal to consolidate files when they are stable and consolidating them does not make maintaining them painful.
