For the test-centric UI work (bug 1337488), initially the prototype will fetch test manifests directly from S3, rather than Treeherder ingesting them, to speed iteration.
As such, the UI will need an easy way to retrieve all "artifact uploaded" JobDetails (which contain the test manifest URLs) for jobs on a single push.
However currently the job details API requires that a job_id or job_guid be specified, and doesn't support filtering by push_id alone.
