New user, day 1 bug.

Having picked 'expand all sections', the CC list isn't expanded.  Now, bug 1225252 asks to include that.  But I could see someone coming back and saying "we can't do that, we have hundreds of CCs on some bugs!"

Where I work, we have CC lists in the 1-10 realm on the majority of our bugs.  So I'd like to see the CC's by default, that is, honoring the expand-all.  So this might be dependent upon the bug 1149920 preload, and might be close to a dupe of 1225252, but I'd like to suggest this as a middle ground.
