Currently, the service retrieves data just from the most recent version of Histograms.json and Scalars.yaml. This means that histograms that have been removed are no longer available, even though we have the aggregates.
We should instead retrieve the Histograms.json and Scalars.yaml file based on the version, so expired probes are still available.

This might be fixed by a probe service, given a certain version/date.

Frank, this might matter still e.g. in the context of the current "release data measurement dash" effort?

Yes, it definitely does. Probably first we tackle release measurement dash, then we decide how to proceed with this bug.
