1) attempt to visit   http://www.cert.org/DTD/snml-0.2.dtd
   (I just put it into the location text box and pressed enter)
2) Mozilla will hang and consume 100% of the processor.

Mozilla also hangs when viewing similar files that have a .html extension.

It will hang on a file which is just the one following line:
<!ELEMENT>

It'll also hang on a file that's just:
<!ENTITY>
