User Story

As a user, I want Firefox to tell me about new feature updates so I understand what’s going on and/or can opt-out
AC
* User sees a first-run notification bar when launching Firefox, announcing the change to 
* User can click “Ok” to permanently dismiss this and all prompts (including outside the Awesome Bar)
* User sees a link to “settings” and can click that link to opt-out of search suggestions. 
* User only sees the general onboarding XX times, regardless of whether they interact with it

* “Learn more” (Goes to SUMO?)

This one is closely related to bug 1344924. Philipp/Stephen also wanted to get Michelle to look at copy from a voice perspective. NI Philipp and Michelle. 

As we're coming up on merge date we need to land these strings soon.

After talking with javaun again, we decided to only use the contextual treatment in bug 1344924, without this additional notification bar.
