With Ubuntu 16.04 the Gnome-Software center was introduced, but it's not fully finished yet.

There is an autostart entry for gnome-software-service in /etc/xdg/autostart which triggers `/usr/bin/gnome-software --gapplication-service`. This command hangs with failures as described in bug 1331198 comment 30, which causes 100% of cpu load for a couple of minutes. The result is that every other process running at this time sees a slow down. 

Side-effects like bug 1331198 can occur when we fail to start Firefox in an appropriate duration of time.

Given that we do not want to have updates automatically installed we can simply disable the service. I won't do the removal of the packages yet, given that this might have other side-effects.

The example try push was successful and we are down with Firefox (debug) startup times from >2min to around 30s! I didn't do more checks for performance increase while running the tests.

Given that this is a blocker for webdriver specific patch we would like to get uplifted to esr52, it would be great to see that we can also uplift this test-only patch to all other branches.

This'll need some rebasing for esr52 due to differing filenames. Mercurial claims to rebase through it, but the resulting diff gives me some cause for concern. Can you please take a look, Henrik?

It was really only a path change because in Firefox 52.0 and the esr52 branch the location is not taskcluster/docker but testing/docker.
