Simple CSS style with 10% padding only works inside a table if there is enough
text to wrap to a second line - otherwise, the padding is ignored. Outside a
table, the padding always works.

Actually, if I resize the window to be smaller, the "correct" testcase does the
reverse.
I think there might be a dupe of one or both of these cases.
