all web pages are extremely minimized to the point that the side scrolling arrows are right below the address bar, yet the window isn't minimized.

Steps to reproduce:
Close Firefox in task manager and re-opened it.
Actual results:
I see the restore button and click it. See the screenshot
Expected results:
I would see the restore button, click it, restore my tabs and continue browsing.
