The logic to deal with enabling and disabling settings and preferences during startup and shutdown has been moved from ext-privacy.js to ExtensionPreferencesManager.jsm. The logic is still covered by tests for the privacy API, but it would be best to have tests specifically for the ExtensionPreferencesManager as well.
