- Firefox 55.0a1 (2017-03-09) 
- Firefox 54.0a2 (2017-03-09) 

[Affected platforms]:
- Windows 7 64-bit
- Ubuntu 16.04 32-bit

[Steps to reproduce]:
1.Launch Firefox with clean profile.
2.Create extensions.webextPermissionPrompts and set it to true.
3.Create xpinstall.signatures.dev-root and set it to true.
4.Change extensions.update.background.url to point to dev server and set the update interval (extensions.update.interval) to “1”.
5.Close the browser.
6.Install via sideloading method a legacy add-on that can be upgraded to a WebExtension for example the first version of https://addons-dev.allizom.org/en-US/firefox/addon/permissionss10/versions/, then reopen the browser and observe the pop-up.

[Expected results]:
- Icon from the pop-up is visible.

[Actual results]:
- Icon from the pop-up is not visible.

[Additional notes]:
- This issue reproduces constantly.
