Spec: https://drafts.fxtf.org/css-masking-1/#the-mask-repeat It's initial value should be `no-repeat` according to this spec but it's `repeat` right now. It's same as background-repeat currently.
We recently change to "repeat" in bug 1308963 after some WG discussions. https://github.com/w3c/fxtf-drafts/issues/111 is filed for the spec change but it hasn't been made yet.
