We switched from tar.bz2 to tar.xz

1) Need to replace bz2 with xz in https://dxr.mozilla.org/mozilla-central/source/taskcluster/docker/firefox-snap/Dockerfile#3
2) update https://dxr.mozilla.org/mozilla-central/source/taskcluster/docker/firefox-snap/runme.sh to use xz

Optionally, it would be great to generate the images runtime, instead of using hardcoded image at https://github.com/mozilla/releasetasks/blob/master/releasetasks/templates/firefox/snap.yml.tmpl#L29. Something very similar to https://github.com/mozilla/releasetasks/blob/master/releasetasks/templates/firefox/beetmove_image.yml.tmpl

also, we can add sha256 to https://dxr.mozilla.org/mozilla-central/source/taskcluster/docker/firefox-snap/runme.sh#53-54

Apparently this is easier that I thought. After we moved the docker directory, I forgot to update the reference. Also added `apt-get dist-upgrade -y` to address the issue with outdated snapcraft.

Nice small patch! Agreed on making sure snapcraft remains up to date. It's also nice to have more debug info on the shell script.
