Attachment: Bug Without Tracking Flags

Create a new bug in the Thunderbird product.

The bug should have a module with the label "Thunderbird Tracking Flags".

Instead it has the the label "Firefox Tracking Flags".

If a Thunderbird tracking flag is set, and the bug saved, then the module will correctly labeled "Thunderbird Tracking Flags".

If the flag is unset, the module label reverts to "Firefox Tracking Flags".
