134715 - Preference dialog too small, can't resize

Select Edit->Preferences.  The Preferences window
pops up but is too small to see all the fields on the form.  Can't
resize, can't maximize, can't scroll within the window.

Reproducible: Always
Steps to Reproduce:
1.Select Edit->Preferences, category Navigator
2.Tab through the fields.
3.The cursor disappears as it reaches non-visible fields.
4.Try to resize at any edge or corner.  The resize icon is
  not available.

The preference window has no resize borders.

If you are not see bug 86478, can you please go to your profile and rename the 
file localstore.rdf to localstore.old (but please close mozilla first) ?

This does look like a duplicate of 86478.
Renaming localstore.rdf did not fix it.
