An ISO-2022-JP mail with MIME header which is also a reply mail with original
one having no MIME header and it has added some lines above the quoted mail
can't forward correctly.

It has two problems when doing forward on this mail:
1. The added lines is garbled
2. The quoted part in the mail is dropped when forwarding.

Does that apply to this bug? 3/22 build was fine but 3/31 build has the problem?
Noaki, Comment #69 of bug 66098 talked about the same thing.
We decided to have a seperate bug, which is this one, after some discussion in
bug 66098.

At least there is no problem on 2002030703 and a problem on 2002032603. I have
lost 2002032203 and am not sure on 2002032203 currently.
I tried 03/20 commercial build and it shows raw JIS, so it's broken.

Using 02/28 commercial, it does not show the raw JIS but the message was
truncated in the second part.

At least two problems, the truncation and the raw JIS.
On 03/20 build which shows raw JIS, I don't see the truncation problem.
Not sure those problems are related each other.
I found that the current problem (showing raw JIS) is not specific to the
attached data.
I cannot reproduce with the smoke test data. But the data of bug 120728 has the
same problem.
Let me dup this as bug 120728 for now, so we can focus on the problem.
