Handle transient errors when responding to a repair request
Part of the repair process is checking the server for a list of IDs. If this request fails for transient reasons (no network, temporary 500 error), then we will fail to take the requested action and never try again. We should come up with something that allows us to try again later, while still ensuring we don't enter this state forever and that at some point we do truly give up and nuke the request from our command queue.
