There is a reftest about border-image and the image doesn't have image container. Currently we can only send image container to parent in DisplayItemLayer. I'll fix it. [1] layout/reftests/w3c-css/submitted/background/border-image-repeat-1.html

If there is no image container, the layer state should be LAYER_NONE.
