Reproduction:
1. Create IMAP account
2. Uncheck "Check for new messages every x minutes"
3. Restart Mozilla
4. Activate "Check for new messages every x minutes"
5. (Do not restart Mozilla)
6. Watch
7. Retart Mozilla
8. Watch

Actual results:
During step 6, no new mail is fetched automatically. During step 8, it is.

Expected results:
Step 6 and 8 show the same results.

Reassigning bug to w/correct component.

This bug is valid but I don't think will be fixed anytime soon.
There are just certain prefs that when set will automatically
take effect and others that require you to restart.

That's OK, but we should tell the user IMO.

Ben,
I talked to a developer, He thinks this is a bug. I did a query
and found the 'orginal bug'. I am going to mark this as dupe
of that bug but please add your comments to that one thanks.
