chrome://pippki/content/resetpassword.xul is only used by the SeaMonkey security preferences at http://searchfox.org/comm-central/source/suite/security/prefs/pref-masterpass.js#81
It's also referenced at https://support.mozilla.org/t5/Fix-slowness-crashing-error/Reset-your-Master-Password-if-you-ve-forgotten-it/ta-p/362 as the way to reset the master password, so I imagine we're going to need to fix Bug 401207, then update the SUMO page.
