I can't reproduce it with FF55 on Win 7. Could you provide a specific page to reproduce it, please. I checked the page of AMD, I'm not sure your Radeon HD 6450 has drivers available for Win 10.
You can find my drivers here: http://support.amd.com/en-us/download/desktop/legacy?product=legacy3&os=Windows+10+-+64 I'm using a Crimson Edition 16.2.1 Beta Steps to reproduce: Open the Facebook for example, try to scroll and you will see. Nightly 55 has the same problem with layers.enable-tiles on Radeon HD 6450 even with WebRender mode on.
Tiling is not supported on Windows to the best of my knowledge..

I couldn't manage to reproduce this issue. Since the bug was logged 5 years ago, most likely isn't reproducible anymore for the reporter also.
