When on the Bugzilla Query page (site address included), after choosing "Add
another boolean chart," all of the <SELECT> boxes' text and scrollbars are drawn
incorrectly. It seems like they're drawn where they would've been if the page
was scrolled to the top. Also, there is no text in the boxes, just  gray.
However, the scroll bars display correctly. The frame/border of the <SELECT>
boxes are where they should be.

Reproducible: Always
Steps to Reproduce:
1. Visit the site above.
2. Scroll to the bottom of the page.
3. Choose "Add another boolean chart."

Actual Results:  The <SELECT> boxes are displayed incorrectly (as per the
description above).

Expected Results:  <SELECT> boxes' text and  should be in the correct spot, with
text displayed inside the frame/border of the box.

I checked the FTP a minute ago, and this first showed up in the 3-20 nightly CFM
build of Mozilla for Mac OS X.

Forgot to mention this in the comment of the screenshot... 

Notice that the size and position of the gray boxes match up with where the
boxes at the top should be if scrolled to the top of the page.

I have seen this error on Mac OS X and the classic mac os as well.
